About the role

Fairfield West and Newsham Park is one of 244 places across Great Britain to receive £20 million over ten years as part of government’s Pride in Place Programme for local people to decide how to regenerate their local area.

The independent Chair will appoint and lead a neighbourhood board bringing together residents, community groups, businesses and public partners to co-create a plan outlining the community’s vision for change in Fairfield West and Newsham Park.

The Chair’s primary job is to be a champion for their local community, ensuring that decision-making is resident led and that a diverse range of voices are heard. This is a unique opportunity to play a pivotal role in shaping the long-term future of your neighbourhood.

The Pride in Place Strategy has three core objectives: 

  1. To build stronger communities– All places should have strong relationships and a collective sense of belonging to their community. This helps bring people together to build community cohesion and resilience, helping people to feel proud of their area and safe in their neighbourhood.
  2. To create thriving places – Every part of the UK deserves to have vibrant neighbourhoods and communities with busy high streets, a good range of local amenities and high-quality physical infrastructure.
  3. To empower people to take back control – Everybody should be empowered and in control of their lives and have a say over the future of their community.

What we’re looking for

  • Someone who is from, lives or works in Fairfield West and Newsham Park (see the boundary map at the Appendix)
  • A respected leader with strong ties to the local area.
  • Excellent communication and facilitation skills.
  • Commitment to fairness, inclusivity, and resident-led decision-making.
  • Ability to build consensus across diverse groups and interests.
  • Experience in community organising, leadership, or governance (desirable but not essential)

Role Description

  • Lead the recruitment of the board ensuring it is diverse and inclusive and representative of those living and working in Fairfield West and Newsham Park
  • Working with the local MP and Liverpool City Council to approve board membership
  • Act as a visible champion for the neighbourhood promoting pride and encouraging participation in engagement
  • Oversee engagement activities (including listening campaigns, community conversations, workshops and resident forums)
  • Ensure under-represented groups are actively included in decision making
  • Oversee and ensure board approval of any formal reporting requirements
  • Ensure that community engagement is ongoing so that people understand how their priorities are being delivered over time
  • Lead the Board in co-creating the Pride in Place plan setting out the community’s vision for the neighbourhood over the next decade
  • Build strong relationships with stakeholders including local businesses, charities, schools, healthcare providers, and faith groups.
  • Represent the Board in discussions with local authority, MPs, and external partners.
  • Promote transparency and accountability in Board activities

Person specification

Essential skills and experience:

  • Is from lives or works in Fairfield West and Newsham Park
  • Strong facilitation and communication skills, able to engage diverse groups
  • Commitment to inclusivity, fairness and resident led decision making
  • Ability to build consensus and managing differing viewpoints
  • Calm under pressure and manages conflict well
  • Understanding local issues, challenges and opportunities

Desirable skills and experience:

  • Proven leadership in community, civic or organisational settings
  • Experience in chairing boards, committees, or community groups
  • Knowledge of governance process and public sector partnerships
  • Track record of community organising, activism or grassroots leadership
  • Familiarity with local authority structures and political processes
